International Academic Symposium “PLANNED AND NORMATIVE PROTECTION OF SPACE AND ENVIRONMENT”

Serbian Spatial Planners Association and University of Belgrade – Faculty of Geography, in cooperation with the City Planning Institute of Subotica, are organizing the 8th International Academic Symposium “PLANNED AND NORMATIVE PROTECTION OF SPACE AND ENVIRONMENT”, traditionally, in Palić-Subotica, from 16.-18. April 2015.

This time, a special accent is placed on the issues of climate change and the consequences of this phenomenon in space. Regarding the numerous negative consequences of climate impacts on the area of Europe, especially Serbia and the region this year, the organizers believe it is necessary to make a realistic scientific-professional basis/analysis which would try to respond to questions concerning the causes and consequences of the increasingly frequent natural disasters and unforeseen situations; treatment of risk management in spatial and urban planning; the impact of planning solutions and projects to the improvement or deterioration of conditions which contribute to disorders in the natural environment; position of this topic in the legislative and institutional framework; deviation in space and their influence on the level of consequence after negative climate phenomena (illegal construction, inadequate zoning and purposes, (non) existence of adequate systems of predicting and defense of same, etc.).

Having in mind the continuously actuality of this topic and the wide range of scientific and professional approaches to solving this problem, this is an unique opportunity to exchange scientific and professional experiences from Serbia and abroad and to improve the general situation in this subject.

Another central topic of the Symposium refers to the current legislative – normative planning framework in Serbia, a decade after the adoption of the first Law on planning and construction in 21th Century and a set of Laws for environmental protection, which integrated the institution of the Strategic Environmental Assessment and Environmental Impact Assessment into the practice. Today, we expect the adoption of a new Law of Planning and Construction that will treat the spatial development of Serbia, and because of that this symposium will be a good chance to present initial experiences, after half a year of its application, and through the set of conclusions which will be shown to professional public. At the same time, it is expected that participants from abroad share experiences from their own legislation in the highlight of greater harmonization of the legal matter in this area with good European practices.

Along with the usual topics relating to the legal and institutional framework of protection of space and environment, improving methodology of creation of plans and studies, and presentation of experiences in creation of plans, the Section of young researchers will bring together young professionals and students of master and doctoral studies who will publish their works in a special electronic journal edition.

Positive experiences from previous seven symposiums, 422 presented and published papers, with over 3,500 pages in seven publications, present a good precondition for the organization of yet another successful symposium. Therefore, having in mind the importance of the above mentioned topics, we invite you to take part in this symposium and contribute to its success.
