The main goal of this course is familiarization with the system and structure of spatial development financing in Serbia, and especially from the point of view of modern policies and principles of the European Union, with reference to the EU legislative system on the basis of which funding has been provided. Regional development will be analyzed in particular from the point of view of its balancing at the national and European level. In addition, there will be a special consideration of the role of institutions and governance in the spatial and urban planning process. The institutional framework is the aspect of planning that completes an integral method of drafting the plan (together with ecological, natural, economic and social). Special attention will be devoted to explaining government concepts and governance, and how good governance contributes to the implementation of plans and how the legislation affects it.

The outcome of the subject will be the knowledge of the student of the basic legislative and financial mechanisms for spatial development and the necessity of applying and adhering to these principles in the work as well as being involved in the preparation and implementation of spatial and other strategic plans as well as the consideration of actors and subjects that influence spatial development.

Theoretical lectures

(1) Legislative framework for spatial development in the EU and Serbia; regional development and the principle of shared responsibility; (2) system of financing spatial development in Serbia; (3) the role of local budgets and the needs of regional integration, and the importance of quality management plans; (4) spatial plans of municipalities and regions in Serbia and their role in financing regional development; (5) state instruments in support of the spatial development of subnational levels; (6) the spatial development strategy of Serbia and the possibility of planning regional development and its financing; (7) EU Structural Funds and support to regional development; (8) partnership between the private and public sectors; (9) vertical correlation of sources of financing for regional development; (10) possibilities for spatial development management; (11) management and development actors; planning and legal regulations, procedures, (12) responsibility, continuity and discontinuity in spatial development and management, (13) strategic, mid-term and annual programs; (14-15) revision of strategic, planning and design documents, continuity of management and implementation in space, evaluation

Practical lectures

Basic planning provisions from the relevant laws; experience in legislation and financing of former SFRY countries; an example of a municipality or associated municipalities at the regional level in Serbia, examining the possibility of financing regional development; familiarization with concrete examples and plans and simulation of spatial development management; aspect of management and implementation in plans; possibilities of implementing the state and actual goals and statements in the specific area: city, village, municipality, region, large systems.
